A pioneer in national public broadcasting and recognized as having establ
ished and developed Alabama's public broadcasting network, the first in t
he nation, died in Birmingham Monday, November 11, at age 94.
Hurlbert had been a prominent Alabama educator, and former President o
f the Alabama Education Association, when he was appointed in 1953 by Gov
ernor Gordon Persons to spearhead the establishment of public education t
hrough the use of the still new industry, television. He served as the fi
rst President of the newly appointed Alabama Educational Television Commi
ssion. In 1955 he was appointed as its first first full-time State Manage
r.
During the next two decades, and serving under six governors, Ray was re
sponsible for securing FCC allocation, legislative funding, and for the n
ine state public broadcasting stations. He developed seven programming ce
nters throughout the state and linked all stations in the first and large
st educational television network in the nation. Under his direction, Ala
bama's network became the prototype, drawing visitors from throughout th
e U.S. and international locations to observe the Alabama Network in oper
ation.
His frequent testimony before Congress was a major factor in the passag
e of the Public Broadcasting Act of 1967. In recognition of his contribut
ion, he received commendation from President Lyndon Johnson, and a pen th
e President had used to sign the bill into law.
Hurlbert was a prominent leader in national public broadcasting and serv
ed as President of the National Association for Educational Television, a
nd Chairman of the Television Board of National Association for Education
al Broadcasters.
He was affectionately known as "Mr. Rotary" throughout the 24 clubs he w
as responsible for establishing in Alabama as Rotary Extensions Chairman
. He served as Governor of Rotary District 686, President of the Ensley a
nd Shades Valley Rotary Clubs, Board of Directors of the Birmingham Botan
ical Society. He was a member of the Newcomen Society, the Sons of the Re
volution, and was 8 terms' Governor of the Society of Mayflower Descendan
ts in Alabama. He was a Rotary Paul Harris Fellow. Recently the Hoover-Ri
verchase Rotary Club honored him by an academic scholarship program "Th
e Ray Hurlbert Scholarship."
He was a charter member of the Alabama Battleship Commission, and membe
r of its Executive Committee responsible for purchase, and the conversio
n of the battleship, The USS Alabama, to a major tourist attraction of th
e state. He was President of the Birmingham Area Boy Scout Council, and w
as Chairman of the successful Committee for Alabama State Constitutiona
l Amendment to make English the official language of Alabama.
He was active in church affairs, serving as Deacon in the Westlawn and S
outhside Baptist Churches, and as Chairman of Board of Deacons and Truste
e of Vestavia Hills Baptist Church.
Prior to establishment of Public Broadcasting in Alabama, Mr Hurlbert ha
d been President of the Alabama Education Association, President of the A
labama Elementary Principals' Association, President of the Birmingham Te
achers Association. He had begun his career as a Woodlawn High School Bio
logy teacher in 1924.
Mr Hurlbert received hi BS and MA from Birmingham Southern College, wer
e he was a member of Alpha Tau Omega, Omicron Delta Kappa, and Kappa Ph
i Kappa.
He has been listed in Who's Who in the South and Southeast and in the Di
ctionary of national Biography.
